Surrendering an animal to our local municipal shelters should always be a last resort as doing so unfortunately puts the animal (and others) at risk of being euthanized for space. The sad reality is The Greater Houston area has an overwhelming homeless animal problem, and our shelters stay full. As you may have noticed, many, if not all, of the previously open-intake shelters are now operating on an appointment-only basis. They simply can't keep up. It’s no one’s preference to euthanize, but when faced with overcrowding and a lack of resources to properly care for the animals, the shelters are given no choice. In accordance with local ordinances, found animals in our area must be held for three days to allow their owners time to collect them. So, when more shelter space is needed to accommodate incoming strays, owner surrenders are often first on the list to be euthanized. (A stray someone found and held for more than three days before surrendering also falls into this category.)

We are always in need of donated pet supplies. The HMKMP team gladly accepts in-kind donations of food, treats, litter, toys, gently used bedding, leashes, harnesses, training gear, crates, and carriers. Please drop any donated items by one of the TLC clinic locations during business hours.
NOTE: If you have fencing, an outdoor kennel, a dog house, material to build catios, or any other large donation, please send an email to
reggie@texaslittercontrol.org to schedule delivery or pickup.
(This email address is not to be used to request HMKMP program assistance. Anyone using it for that purpose will be automatically ineligible for services.)
TLC is a Texas Non Profit Corporation and a 501c3 public charity. All donations are deductible to the full extent allowed by law.
Assistance is provided on a first come, first served basis, dependent upon the need as well as availability of supplies and funding. You should first visit TexasLitterControl.org for information on low-cost services. If you determine you cannot afford low-cost services, please proceed with completing the form below. Assistance is limited to 2 animals per household. Proof of income will be required. This is a short term, stop gap program for emergencies only. It is not intended for permanent ongoing assistance.
